If the new Columbia Mod R's are started on the same month as the refits, then yes the fee is applicable. If you start building new ships at a later date, then I would say no.

As long as it's destroying a planet at the exact distance. as the wp the rule works fine. What happens with a wp at 1-2 sH where you may have multiple orbitals in the hex?

I'd flip Sedna and Eris. Sedna has a far greater orbital period, even though Eris currently is farther out.
