This is one of two changes I HATE from ISF. Your personal are a valuable resource, and Starfire treats them as a cheap commodity. It also allows small worlds to generate huge fleets they could never crew. The other change I hate is free ammunitions refills. Guided weapons are very expensive... Shoo...
