Graded Diplomats Need Some Love

So I was doing some Leader stuff and I noticed something interesting: LG+0 Graded Diplomats without special abilities are useless as they don't modify the other race's RC (Unless they reduce it to 0, which I find highly doubtful!)

So does anyone have any suggestions for how things should be changed?

@Cralis you'll need to update Section GG as that's got a couple of examples where a NPR gets (0) HQa(SY) (0/0) when they regain spaceflight.

Now for a bit of build advice, which is better, an extra Shield (or maybe armor) systems, Hs and Mgs combo or Mg for a scout missile destroyer?

Got a related question from recent re-read of the novels: What do we know of the Orion's subject races other then the Gorm? With how often Starfire's original races brought interesting abilities to the table I have to wonder what they could have done to the course of history if only we knew anything...

You can buy another 11 or 12 survey ships for the cost of those warships... Well apart from the cap on 60 ships built from the survey fund, yeah. Cralis, the idea was more that after a sqn has been repaired by a SY it will have been re-fueled. Will it? It isn't going to be armed. It cannot be docked into an SY and then loaded. So why would it be refueled? I'm guessing that no work is done on fully fueled sqn, which means a SY can both de-fue...
