(JAM), Tractors & To-Hit Enhancement

(JAM) • Jammer – “A roll on the Force Beam to-hit chart is necessary to jam a unit."

T • Tractor Beams E5.01.1 Firing Tractors – “Tractors are “fired” like any other beam weapon…”

E5.07 Tractoring Small Units – “A tractor engages small units using the E beam to-hit table.”

My question is can the targeting bonuses from either of the following technologies be applied to (JAM) or T to-hit rolls based on the premise that they attack in a manner similar to beam weapons?

(ATC) • Advanced Targeting Computer – “The advanced targeting computer is an improved long range target acquisition package designed to improve the long range accuracy of direct fire weapons (kinetic and beam).”

Lnk • Linked Weapon Targeting – “Linking allows multiple beam weapons to fire as one, to increase the number of shots in each pattern for either more range, or a better chance of hitting. Linked beams must be of the same type and generation to be linked during the same shot. Lnk ability is an empire wide computer upgrade. No code is used on a unit’s design as Lnk takes no damage, costs nothing, and takes no space.”

?c • Counter-Engine Modulation – Counter-EM is a specialized computer AI that analyzes a target using EM/EMS and uses modeling and prediction algorithms to adjust targeting solutions in an attempt to counter the effects.

E501.1 states that Tractors are fired as a beam weapon, and AA.(JA) paragraph 2 states that (JAM) is fired on the Force Beam chart, but does not say that it is fired as a beam weapon.

Yes on T, no on (JAM).

Here I think you've found something that won't work as intended. T doesn't work this way -- E5.01.3 last bullet states that multiple tractor beams fired together combine to increase the HS Rating of the beam. It does not fire "multiple beams" like a beam weapon, so Lnk should be preempted and not usable for T. I'm going to add a change to the rules so that Lnk explicitly does not work for T.

(JAM) is not treated as a beam weapon so it wouldn't work with Lnk either.

?c doesn't actually add a bonus to-hit. It cancels some or all of the negative to-hit from EM and EMS. So it would only benefit systems that are affected by EM and EMS.
