History of the Terran Solar Union

Government & Society

The Terran Solar Union is a blossoming utopia that was born from a realization that human-beings can bind together in unity through the free acceptance of all. Whether racial, religious, sexual, political, or familial, Terran society is accepting of nearly anything that does not intrude upon the lives of other members. This diversity has brought them unique variety of ideas and adaptability, and their tolerance of 'the new' has given them a unity and acceptance unmatched in the known universe.

The Solar Union is a representative-style democratic government that governs Earth and all of her colonies. The Solar Union itself was formed after the outer planets claimed that the old government, the Earth Union, was meant only to govern Earth. The change in government caused a rebellion that was easily put down by the Earth-Force and Black Navy. The Solar Union also changed so that the President-General of the Executive Branch is elected by the Senate, and the Senate are elected representatives of their respective worlds. Each world has a number of Senators based on population, and each Senator represents a region of his world. The Judiciary Branch survived the transition and the judges are also elected by the Senate.

Politicians have not changed much since the pre-space days of Earth. There are a number of smaller parties, but the Solar Union is led predominantly by the Republican-Progressive Party and the dozen or so families that have been involved in politics for the party for more than a century. There are a plethora of smaller parties, but many are groups of activists that concentrate on certain demographics where their activism is particularely strong. The most conservative party is the Freedom Party, holdovers from conservative political parties like the remnants of the original Republican Party from the United States and the British Conversative Party. But they are relatively powerless holding only some local positions on backwater colonies where like-minded people migrated.

The economics of the Solar Union are a form of directed capitalism. The Senate has several committees that monitor and regulate the different elements of the economy, but also that directly control the industries that are vital to the government. While citizens are free to form businesses and corporations, they must apply for permission. While most businesses are fairly small and trivial, certain larger industries are protected by this system in order to prevent disruption in their operations. The real powerhouse are some major core corporations that have government-sanctioned monopolies or oligopolies. These corporations control entire industries and both gain substantial subsidies from and provide goods and services directly for the government. These corporations are held in check only by the massive unions that oversee their workers, and both pay huge quantities towards political contributions or have sympathetic Senators who do the "best for their constituents."

Colonial populations are often emplaced as mining populations or outposts, and they specialize mostly in heavy industry. Corporations are often given heavy subsidies to build infrastructure and trade routes to the colonies, and in return they are given near monopolies over certain resources and industries. As long as the corporations stay on the level with their unions and government liasons, and they pay their taxes, they are allowed the monopoly until the population reaches a certain size. At that point Senate Directive 92 comes into play and the corporation must allow other corporations access to the world and the infrastructure becomes part of the world's new governorship. This compromise was a direct result of the Mars-Europa rebellion and the economic stranglehold caused by the corporations that 'helped' build those colonies so they could take control of them economically and politically.

The people live mostly in their own worlds. The traditional nationalities of the 'Old Earth' would be non-existent except for the various governmental assistance, benefits, and rights that different groups get in different parts of the world. In general humans do what they've done for thousands of years, but there is such a wide variety of religions, philosophies, life styles, and choices of how to live that it seems no two humans are alike. Education is little more rigid - as a child grows up they must pick what kind of career they want to go into during secondary school and the government pays for their trade school, college, or university that they are accepted to join for their career choice. But nearly every basic human need is taken care of by the government: from living assistance to medical care. It is rare that anyone is turned away for anything reasonable.

Military Forces

The Solar Union has four main branches of the military:

The SUIC and SUG uses the same ranks, while the SUN and SUMC have their own rank structure.

The Solar Union Intelligence Corps are a cadre of specially trained officers and agents who do investigations and conduct intelligence gathering. The main focus of the Intelligence Corps is to collect information through overt and covert means, but they also have an internal group that specializes in sensitive and covert investigations for the military and all branches of the government. While the Intelligence Corps is not under the direct command of the Solar Marshal, they do hold a seat at Joint Forces Command and do report to the Solar Marshal, who may direct them to send information or ask for covert operations to support military operations.

The Solar Union Planetary Force encompass all planet-side operations. It is further broken into three groups: Planetary Air Command (PAC), Planetary Naval Command (PNC), and the Planetary Ground Command (PGC). Through the vagaries of human nature, these are often (shortened and) pronounced as: 'SU-PAC', 'SU-PAN', and 'SU-PIG'. Each planet or planetary invasion force will have a Command Staff to control their operations and logistics, and then each group will have a single General commanding all forces under that command. The SUPF includes security forces, and if necessary, occupational forces under the appropriate commands during invasions and occupations.

The Planetary Naval Command is responsible for all water-going craft on the planet. This includes traffic control, port control, as well as mobile surface and sub-surface vessels. Because most goods can be transported by ship-sized atmosphere-capable shuttles and spacecraft, there is far less water-borne craft around each world. However, the PNC can operate as sort-of mobile bases in the oceans, and doctrine is to use them to project that power both against coastal targets and into near orbit for defense and offense. The PNC calls their command staff 'Admirals' for the same tradition that the SUN does so. However, the SUN tradition is to call them 'Generals' to distinguish them from their own command staff.

Planetary Air Command controls the air space around each planet (traffic control), provides operators for satellites, and pilots for all manner of small craft (airborne or spaceborne). In fact, PAC trains SUN pilots and provides reserve pilots for shuttles, fighters, etc. Most PAC craft are spacecraft in the form of shuttles or orbiters, but PAC maintains a selection of atmospheric and sub-orbital craft that can operate as fighters and bombers against planetary targets and other craft in the atmosphere or near orbit. They are cheaper and easier to use against ground forces that lack space support.

Planetary Ground Command is the second largest military structure in the SU. PGC is responsible for maintaining a standing army, a reserve cadre, and manning all of the planet-side military facilities and bases. In addition, PGC invasion doctrine authorizes security and occupational forces that are separate from any police-like forces. Police are the sole responsibility of the local government on each planet.

The Solar Union Naval Force is the "black water navy" of the Solar Union. All spaceships, space-based defenses (bases and small craft), space yards, etc. are all controlled by the SUN. With a tradition that stretches all the way into the earliest ocean-going vessels of Earth, the SUN has both changed very little and fully evolved with the transition into space. Strongly influenced by the Western and Eastern Bloc naval and air forces of the Earth Union, it has picked up many traditions of its own due to the nature of the environment in which the navy operates - including the calling of its personnel "spacemen" instead of "sailors" - a description that is traditional to navy personnel, but is now reserved for memebers of the Planetary Naval Command.

Until the first military starship was built in Earth's orbit, Terran scientific and commercial starships were controlled by the traffic control system of the Earth Air Force. As the EU contemplated building government and military starships, it was recognized that they would operate in a manner more familiar to naval personnel then to air force pilots, and the EU commissioned the Navy-Air-Space (NAS) Command in 2018. For the next ten years, NAS would develop their organization and adopt procedures and regulations from navy and air force tradition, and train their new space-based command and personnel for the specific safety and operating procedures of a spacecraft. After the EU became the Solar Union, however, and the first three warships were used to quell Mars, NAS and the other military organizations were re-organized to be more mission solidified. The space force was renamed to the Solar Union Navy. SUN has four distinct commands: the Fleet Command, Fortress Command, System Guard, and Survey Command:

SUN Fleet Command is mobile arm of the Navy. Every warship, support ship, and naval transport is under Fleet Command.

SUN Fortress Command is the defensive army of the Navy and controls all of the space stations, base stations, and planetary-based defensive systems (except for Planetary Bases, which will usually have both a Ground Force General and a Naval Officer in the command staff).

SUN System Guard are those starships and base facilities that support customs activities, space-based policing forces, and Search/Rescue/Protect (SRP) vessels and personnel. The System Guard is often based from planetary populations and/or from Fortress Command stations. A good portion of these crews are reservists or active reservists that have been drawn from the populations they are guarding..

Survey Command, contains both naval and civilian personnel. Before the existence of warp points was known, scientific spacecraft were commissioned under various organizations of the EU. After warp points were proven it quickly became evident that large numbers of surveying forces would be necessary. Survey Command fills that role, but often is subject to the units from Fleet Command who are assigned to protect the survey fleet and conduct first contact missions.

The Solar Union Marine Corps is a branch that has survived more or less intact from its origins: the United States Marine Corps and the Royal Marines. Rich with tradition, history, and ability, the Marine Corps were transferred to the Earth Union when United States President Clinton signed into the treaty and law that turned the United States government over to the Earth Union. The Marine Corps were a selfish gift that he wanted to bring to his new position as President-General. As a result the structure and integrity of the Corps was maintained despite having to accept personnel from other 'Marine Forces' from other countries as they too joined the Earth Union. Now a branch of the Navy - the Solar Union Navy - Marines are still directly under the control of the President-General, and guard federal buildings and spaceships alike; the Marines have adapted to providing grunts for space duties and have turned to specializing in planetary invasions.

Each of the branches has a single commander who presides over the whole force:
        SUIC - Director-General
        SUP - General of the Army
        SUN - Admiral of the Fleet (Fleet Admiral)
        SUMC - Commandant

In 2041, 12 years after the Mars-Europa Rebellion there was no resolution between the Generals and Admirals of the Joint Command Center. As a direct result, to resolve the on-going disorder and constant bickering, President-General Hiroto appointed a single commanding officer over the 3 main branches of the armed forces. This commander must have served in both the Solar Planetary Forces and in the Solar Union Navy, must be at least a General/Admiral in his branch, is appointed by the President-General, and is appointed to the rank of Solar Marshal.

Starship Naming Conventions were adopted by the Solar Navy in 2042. Forethought was given to future ship sizes and advancements and the naming conventions were extended well beyond the theoretical ship hull sizes (of 2042):

Exploration ships (EX) -> exploration words or descriptives, labeled in order of building
Exploration ships (bigger) -> famous explorers
Escorts -> animals and animal groups
Frigates and Destroyers -> lakes and rivers
Freighters -> regions (classes) and cities (individual ships)
Mobile Yards -> mountains and/or mountainous regions

Current TSU Timeline

1922 After the first world war the Treaty of Versailles was signed, and an international organization was formed as the "League of Nations." The United States dedicated it's military and economic might behind the league and this scared many of the other nations. Few countries joined. But it was obvious that 'freely democratic' societies (such as those in Europe that voted in the maniacs who started the Democratic War) were little more than anarchy when it came down to how they operated. As quoted by a philosopher of the time, "...without the proper social framework, where every citizen knows and does his part, democracy is little more than anarchy where the strong abuse the weak."
1939Stalin's Soviet Union made treaties with dictators around the world in an attempt to build his own world order, but his oppressive tactics and abuse of the Soviet peoples made him very unpopular with the 'responsible' countries of the world. By the time war broke out with the Soviet armies rolling over into Europe, it was clearly a war of good versus evil. The allied governments led by the United States fought a long, hard battle against the Soviet Bloc.

By the end of the war Stalingrad and Moscow were bombed with the first atomic bombs in history, and Stalin and the Soviet government were utterly destroyed. After a few key skirmishes that finished the CPC (Chinese Communists) who had allied with Stalin to destroy the KTM (Chinese Democrats), an uneasy peace settled over Earth, and everyone waited to see how the power vacuum would be filled.

One of the leaders of the original Soviet uprising (and previously exiled), Leon Trotsky agreed with the United States to rebuild Russia as General Secretary. Following his experienced in Europe, Trotsky reformed the economy and government into a social-democracy, but the people voted in only local representatives. Within a few years Trotsky was able to clear away much of the damage done by Stalin and the war and push Russian into growth again.
1946Even before the Great War ended, President Roosevelt and then President Truman had built treaties with the allied nations to create the United Nations. It became a new inter-governmental agency and international organization that was designed to lead the world into a new future. Each nation will run itself but the United Nations will be the framework by which international agreements and treaties, world-wide economic planning and development, and a unified military structure for participatory nations. The United States, Britian, Japan, France, and Germany became the first security council.
1949-1975During this time period there were several notable events:

First, people of Jewish decent were brutally slaughtered by Stalin during the Great War - he blamed them for many of the social problems - and killed millions. During and after the war they fled back to the middle east and were met with ridicule and racism by the arabic populations that occupied the traditional homeland of the Jewish people. UN Council decided that the Jew's needed a homeland of their own. The British controlled that region and mandated reconstruction, but the surrounding Arabic nations pushed military forces into the area with the intent of killing every Jew they could find. The UN Security Council decided that they would step in and sent UN Security Forces to carve out the country of Israel along its traditional borders. After a brief but intense fight the Arabic nations fell back and the UN relocated the populations that occupied the area. More skirmishes occured over the next few decades, but the Israeli army was victorious in every conflict.

Second, the rise of a dictator out of the democratic nation of Venezuela required UN intervention when he invaded Columbia and Argentina. This kicked off a series of skirmishes amoung the volatile nationalities, and the UN Security Council embargoed and finally invaded several of the nationalities. Their governments were replaced with social democracies and subject to UN oversight for more than a decade.

Third, when the newly formed country of Vietnam along with Laos and Cambodia begin having troubles with an oppressive communist regime, the UN Security Council once again acted. UN Security Forces from China marched from the north and UN forces from the United States and Britain landed in the southern end of Vietnam. Within a month all fighting had ceased and new governments were emplaced in the countries.
1980-1990The UN invasions of Vietnam and Venezuela made it clear that communism and dictatorships were near an end. Most of the countries of the world joined the UN, and after several hot spots in Africa and the Middle East were dealt with, and a dozen or so dictators ousted, most every nation of the world joined the UN.

During this time the United States made it's space program part of the UN and a new agency UNASA was formed to collectively explore space and facilitate scientific research related to space exploration. By 1988 UNASA had put up a small permanent space station, the UNSS Cosmos, and at the peak of probe/robotic exploration, up to 10 explorers and orbiters were launched to other planets in each of the years between 1987 and 1992.
1993Over the last 10-15 years the middle eastern countries (in particular Libya, Egypt, Syria, Iraq, and Iran) had joined together in an Islamic Coalition. They contended that the UN's protection and support of Israel was evil and that Allah demanded retribution. Hi-jacking of airliners, trains, and supply convoys was rare but happened regular enough to make the world weary. But the final straw was when the Islamic Coalition decided to cut-off the world from oil. UN Secretary-General Alexi Rechenko conferred with the Security Council and came to the conclusion that the only way to stop the mass terrorism of an evil regime and religion was to wipe them out and re-open the flow of oil. October 1993 the UN Security Force was supplemented by military forces from nearly every member of the UN - and they invaded the whole of the Middle East.
1995With the UN occupation of the Middle East completed, President Clinton of the United States revealed that the major nations of the UN had been in negotiations to reform the United Nations into a defacto executive world government. In doing so the Americans, Russians, and Chinese had pledged to put 100% of their military forces and nuclear weapons in the control of the new government. Any nation that did not comply would be occupied.

President Clinton's announcement speech was well received. Along with Secretary-General Rechenko, he announced that the new government would be known as the "Earth Union", or EU, and that Secretary-General Rechenko would become President-General Rechenko. Each of the UN Ambassadors would become members of the EU Senate, and each nation would become a self-contained region of the new world order. Over the next three years the economies would be merged, a single current would be adopted, and any changes in Senate appointments could be changed by each national region. As President Clinton said in his speech, "...the entire Earth will experience a utopian union with this war to be the last, for the first time in history."

With few (short-lived) exceptions, every nation of the world adopts the new government.
2000Ex-US President Clinton is selected to be President-General of the EU. Over the next ten years he masterfully rebuilds the world economy and pushes legislation to help the EU keep all aspects of the economy under control. By putting a handful of critical industries under government control, and then building and maintaining a guided capitalism he gains the best of both planned and capitalist economies.
2001 Known as the ISS during design and construction, the newly finished space station ESS. Endeavor is commissioned into UNASA. This station is the first to have factory, assembly, and research facilities, and is more than three football fields in length.
2007A relatively unknown research named G. Lisi discovers the key to unlocking the Unifed Theorem. Peer review, accusations, and further research followed.
2008UNASA establishes the first base on Luna, "Lunar One."
2009The ESS. Endeavor finishes construction of a 'space dock' underneath the factory arm so that starships can be built in orbit.
2014Astrophycist Stephen Hawking announced that his group of researchers have finalized and proven the math on the Unified Theorem. In the process he followed-up on some ideas and, later that year, released a paper detailing the theoretical physics behind a field-based space drive.
2016The first Hawking drive is built in a test craft at the ESS. Endeavor, and successfully tested in moon orbit. More factories and shipyards were simultaneously being built in new stations in Earth orbit, and by the end of the year a dozen starships were either under construction or already launched. The first actual starship constructed with the Hawking Drive was the ESS. Express, designed to haul cargo between the Earth and Lunar One, making it cost effective to expand the base into a colony and bring people, supplies, etc. multiple times per day.
2019The first interplanetary colony is established on Mars. The EU forms a "solar council" to promote the development of colonies in the Solar System, and all colonial expeditions are required to participate. The council gave each colony 10 years to freely make economic and governance decisions as long as they conferred with the council on a regular basis. This allowed the colonies to be free of the taxes, economic requirements, and trade controls that the national regions of Earth were subject to - a move designed to enable the colonies to become as productive and self-sustaining as quickly as possible.
2026By this time there are bases and colonies on Mars, the four major Jovian satellites, Mercury, Titan, and Pluto. Mars has dozens of cities and both Europa and Ganymede are becoming more than research bases. A space station with construction facilities is built in Mars' orbit.
2029The Solar Council ends the free economic growth of the colonies and starts to lay EU requirements and mandates. Mars and Europa are the first to withdraw, followed by Ganymede. The Mars Republic declared itself an independent world, while pretending to negotiate with the EU sent freighters with nuclear weapons into Earth orbit. Suspicious, the EU orders several freighers occupied and searched and the crews detonate the weapons in the station-chain orbiting Earth where they were docked. In total six freighters with weapons were in orbit, but only 4 detonated their payload. The other two were carrying orbital-insertion carriages for the warheads and were boarded before they could undock to use them.

The EU had already started building a space-based navy. There were four warships under construction. Two neared completion and were rushed to fnish within days, armed, and sent to Mars. President-General Arron Huerra issued Presidental Mandate 44, ratified by the EU Senate, and the ESS. Freedom and the ESS. Liberty unleashed the first Terran weapons fired in anger out in space. The fight was short and the ESS. Freedom took minor damage, but a third of the population of Mars was dead and the entire Mars Republic leadership obliterated in nuclear fire.
2030The EU made several important changes: First, they increased the term of the President-General to 15 years so President-General Huerra could make the second change and see it completed. Second, the EU absorbed the Solar Council and became the Solar Union. The only changes were that Terran colonies were given seats in the Senate, although only a citizen of planet Earth could become President-General by Senate selection. President-General Huerra's speech indicated that the new government was for the benefit of all humans in the Solar System, and someday...beyond.
2034Stephan Hawking's last contribution to mankind was the discovery and detailed analysis of the possibility of natural wormholes in star systems. After his death the family allowed other physicists to exam his unpublished work, and they found that Hawking was using data from gravity probes that were supposed to detect gravity waves to form a crude gravitational field representative of the inner Solar System. This data produced a couple of "gravity anomalies" that he was attempting to explain. He was postulated a 'common wormhole' theory that suggested all star systems would have these anomalies and perhaps they connected together. Notes within the work even suggested ways that the Hawking Drive could be configured to protect a starship transiting these potential wormholes!

After only a few months of practical research and experimentation his theory was being accepted across the astrophysics community, and for the first time mankind had hope that it could partake in interstellar travel. But much work was to be done before it could be confirmed and finally tested.
2038The first wormhole surveying and exploration ship, the ESS. Stephen Hawking was completed and started surveying the Solar System. Several possibilities were found, and during a closer pass at one of the anomalies the ESS. Stephen Hawking "fell" into the wormhole and emerged in the Alpha Centauri star system. A few days of measurements and recordings were made, and the ship successfully transited back to the Solar System and confirmed that the wormholes were two-way. Within weeks the Solar Union had already ratified the creation of a survey command within the Solar Union Navy and started designing more exploration ships.

It was immediately clear that the ESS. Stephen Hawking had come out next to Proxima Centauri, and it was also known that Proxima Centauri was nearly 15,000 AU from Alpha Centauri A & B. But it wasn't until 2040 when continued surveying discovered a second wormhole that connected Proxima Centauri with its companions. At Alpha Centauri A & B continued surveying discovered additional wormholes and anomalies, and planetary exploration found a habitable moon orbiting the Gas Giant temporarily designated Alpha Centauri B-IV.
2040-2050During this decade the Solar Union has surveyed 4 star systems and found dozens possible wormholes... now known as "Hawking Anomlies." Not all of them turn out to be wormholes, and there is ample evidence that not every wormhole can be detected. Continuous research and study on the anomalies is funded every year. In 2044 the first extra-solar colony is founded on the moon Alpha Centauri B-IV-1, now known as 'Olympus'. It has an oxygen-based atmosphere mixed with some other elements, but there no evidence of life on the moon.

During this time the SNS (Solar Union Navy - Survey [Command]) started classifying the Hawkings Anomalies into two groups: Gravity Points and Spatial Points. The 'gravity points' were anomalies that were little more than eddies in the local gravitational field. These were still difficult to explain. However, the 'spatial points' were the wormholes that Hawking postulated. The Captain of the ESS. Stephen Hawking described the wormholes transit as a "warping effect" and through several papers picking up his terminology, they became known as "Warp Points"
2049 The SNS Explorer made transit into the Tau Ceti star system and begin exploration. An earth-like world was immediately noticed and closer surveying determined that the world harbored alien plant and animal life. The most intelligent animals found were analogous to Earth monkeys, but they lived in holes in swamps and liked to swim - not to mention didn't really look like a monkey.

2058The SNS declares the initial surveying of Tau Ceti III complete enough to allow colonization efforts and colonization of the planet began in earnest. In the intervening years more Earth-like worlds have been found; survey and colonization efforts are in high gear.

A third warp point is found in the Sol System, and it opens up to a set of star systems that are particularly rich in habitable worlds.
2078A super-earth world is found orbiting the star 61 Cygni. The world has a pre-industrial civilization of 1.7m to 1.9m long dinosaur-like avians who call themselves the Cyrcurra. Orbital observations indicated that they were an unorganized race with no obvious nationalities. First contact was established and the contact team finds a loose collection of villages, each ruled by a despot. Once language was established it the team discovered that the Cyrcurra did little to advance themselves socially and technologically because their most commonly held religious beliefs told that other intelligent creatures would descend from the sky and teach them knowledge and bring them together as a world.

Over the next few decades the TSU uplifted the Cyrcurra under the guise of their beliefs.
2086Down the chain from Tau Ceti and Epsilon Eridani, an exploration team transited into the orange glow of the Pollux star system and detected something that Terran surveyors had never detected before: alien radio-frequency signals. The dedicated First Contact Task Force was sent to the world to determine who they were, and introduce humanity. The name of that task force was Sierra-Two-Two.
